fix step invocations to use the new positional NAME argument signature for

BDD scenarios of features/actor_add_update_enforcement.feature, ensuring
proper TDD regression tracking for the closed issue. The docstring in the
step definitions and the feature file header comment were also updated to
reference only #1500 (removing stale #2609 reference).

Additionally, fixed CONTRIBUTORS.md formatting: two bullet entries that had
been fused on a single line were separated onto their own lines with proper

The PR's stale copy only catches `(SystemExit, click.exceptions.Exit)`, which (under the current typer version where typer.Exit is not a click.exceptions.Exit subclass) lets the exit propagate uncaught — surfacing as 5 errored scenarios at features/actor_run_signature.feature:74,78,84,96,100. * src/cleveragents/cli/commands/_resolve_actor.py: master added `_synthesize_llm_yaml()` (+67/-12) so built-in actors with provider/model but no `type` field produce a working v3 `type: llm` config (fix #10861). Without it, the Robot integration tests for "Unknown Actor Name Error", "Actor App Unknown Name Error", and "Actor Run Signature" fail. * features/plan_service_coverage.feature:128,141 and features/tdd_memory_service_entity_persistence.feature:40 are failing for analogous reasons — their fixes also live in master commits the PR doesn't include. Why I cannot fix this myself: - The git contract forbids `git rebase`, `git pull`, and `git cherry-pick of an ancestor`. Cherry-picking 30+ master commits onto the PR head would be a de-facto rebase and would still conflict on the 5 PR-touched files. - The CI failures are not assertion bugs in the PR's own added code; they are downstream effects of stale base. - The auto-scratch/pr-11178 branch is not a usable starting point: its tip is a master merge commit (6ec56ce89) so cherry-picking its range would reintroduce the same conflicts. Recommended routing: conflict_resolver. After a clean rebase of this PR onto current origin/master (the 5-file overlap will produce conflicts that need human/conflict-resolver judgment to merge the PR's BDD-test-tag refresh on top of master's evolved versions of those same files), the unrelated unit_tests and integration_tests should pass without further changes from the implementer. <!-- controller:fingerprint:107c25d387166974 -->
