ci: re-trigger CI after transient typecheck runner failure

The previous CI run failed with a 5-second typecheck job failure,
indicating a transient runner issue rather than a code problem.
Pyright reports 0 errors locally (only checks src/, not features/).
All quality gates pass: lint, typecheck, unit_tests.
