Refurbish repo

Rui Hu requested to merge (removed):update-gitlab-ci into develop

This MR makes the repo up to date:

  1. Update the base image of gitlab ci. The old one is docker:stable and docker:stable-dind, which is replaced by docker:cli and docker:dind.
  2. Add ci config for publishing the image to our internal gitlab registry for better testing.
