This PR is part of ticket clevermicro/amq-adapter-python#20. This PR:

  • Fixed an exchange init error related to sending backpressure event
  • Fixed the wrong routing key when sending backpressure event

With this PR, the cleverswarm can send the correct OVERLOAD event to management service.
