Closing this WIP PR. Its base branch develop-hamza-2 has been merged to master (PR #385). The plan tree/explain CLI work tracked here is now covered by the properly scoped issue #174 (feat(cli): add plan explain and decision tree outputs). The work will need to be done on a fresh branch from master.
