Problem

forgejo-label-manager is currently configured to request confirmation via the question tool before applying labels. In autonomous supervisor workflows this causes the supervisors to wait indefinitely for a human response.

Impact

During cycles 13-14, AUTO-EPIC, AUTO-SPEC, and AUTO-OWNR supervisors remained blocked for more than two hours while waiting for pending question tool prompts.
