PR #7484: docs(spec): clarify invariant CLI completeness requirements

Two critical UAT failures addressed:

UAT #7461 — --non-overridable CLI flag missing. Spec says it should exist; implementation raises "No such option". Added explicit requirement that the flag MUST be implemented.
UAT #7462 — Action-scope omitted from --effective output. Spec defines four-tier precedence (plan > action > project > global) but implementation only merges plan/project/global. Also ignores non_overridable semantics. Added explicit requirements for both.
