Background

Covers post-MVP security features: safety profile model, safety profile enforcement, permission system, and safety profile test coverage.

Expected Behavior

Post-MVP security features are implemented: safety profiles are modeled and enforced, the permission system controls access, and safety profile test coverage validates correctness.
