`"google"` so the actor-configured fallback chain mirrors the

5. Rename three of the new feature/step pairs to avoid ambiguous-step
collisions that crashed every behave-parallel worker at module-load
time (the root cause of the "8 features errored, 0 scenarios"
pattern):
- `the result should be ProviderType "GEMINI"` collided with
`cli_steps.py:138`'s `@then("the result should be {expected}")`;
renamed to `the gemini fallback default should be
ProviderType "GEMINI"`.
- `the result should be None` had the same collision; renamed to
`the clean gemini registry default should be None`.
- `@given("I have the ProviderRegistry class")` was duplicated in
`provider_registry_steps.py:186`; the duplicate is removed and the
existing definition is reused.

introduces a dedicated `_apply_output_dict()` helper that wraps the
non-rich format output in the proper envelope structure with
`command`, `status`, `exit_code`, `data`, `timing`, and `messages`
fields.
The `data` field contains structured information about artifacts,
changes, project, applied_at, validation (test/lint/type_check),
sandbox_cleanup, and lifecycle metrics. Other commands (plan status,
plan cancel, plan use) remain unaffected — they continue using
`_plan_spec_dict`.
Tests: 16 Behave scenarios + 15 Robot Framework integration tests
added covering envelope structure, field presence, sandbox cleanup
state derivation from actual plan state, legacy fallback, cost

free-text, not tags. The parser fails at the plain-text description line
that follows ("Prevent resource exhaustion...") because it entered the

Moving both tags to before the Feature: line makes them proper
feature-level tags. All 9 scenarios inherit @tdd_issue via effective_tags,

2. Detect a missing value when the next token starts with -- (e.g.

Update the Behave step definitions and the Robot helper to assert the
underscore-normalised key (coverage_threshold), matching the restored
behaviour. The CLI-level option name (--coverage-threshold) is unchanged
in the feature file and Robot test — only the dict key the service
receives is normalised.
The new step file defined a Then step that collided with the pre-existing
definition in validation_attach_type_guard_steps.py:220, causing behave to
abort step-module loading with AmbiguousStep across every worker and
failing the unit_tests gate with 32 errored features.
Remove the duplicate from the new file and bridge context.last_result =
context.named_opts_result after each invoke so the pre-existing,
context.last_result-based step covers the new feature file's scenarios.

memory_service_coverage_steps.py with a deterministic
_wait_for_clock_advance() helper that busy-waits on the monotonic
clock until the UTC clock actually advances past the recorded
before timestamp, bounded by a 2-second deadline.
Also introduce memory_service_clock_wait.feature and its step
definitions to verify the helper raises AssertionError on deadline
exceeded and returns normally once the clock advances.

not match either the docstring contract or the BDD expectation.

"Data integrity BDD step extensions" section comment block.
* unit_tests: two scenarios were inverted by `@tdd_expected_fail` on
post-fix assertions, masking unrelated test-logic problems.
- Remove `@tdd_expected_fail` from both `@tdd_issue_8179` scenarios in
project_repository.feature - they describe post-fix behaviour and
must report PASS as PASS, not as inverted-FAIL.
- Drop the "Given project exists" precondition from the Update-non-
existent scenario; the Background already initialises the in-memory
DB and creating the same project being "updated as non-existent" is
self-contradictory (caused the prior scenario to silently report
inverted-PASS while actually never raising).
- Update the OperationalError scenario in database_repository_coverage
to assert the post-fix invariant: the repository no longer calls
session.rollback() itself; that responsibility is delegated to the
outer UnitOfWork. Step text + assertion both flipped.

Removed unconditional session.rollback() calls within exception handlers in:
- ProjectRepository.create()
- NamespacedProjectRepository.create() (IntegrityError handler)
- NamespacedProjectRepository.create() (OperationalError handler)
- NamespacedProjectRepository.update()
- NamespacedProjectRepository.delete()
The Unit of Work pattern already handles transaction rollback at the outer layer
via its except Exception: session.rollback() handler, making these inner rollbacks
redundant. SQLAlchemy automatically invalidates the transaction state when exceptions
occur after flush(), preventing partial data from being committed.
Removing the redundant rollbacks improves clarity, eliminates potential issues related
to exception chaining across retry boundary layers, and aligns repository implementations
with explicit transaction boundaries.

step_mock_popen_success stored mock_proc (Popen's return value) as
context.popen_mock, but call_args is recorded on the mock *replacing*
subprocess.Popen (what patcher.start() returns). Reading call_args from
mock_proc returns None, causing TypeError in the three command-construction
scenarios — behave reports these as "errored" not "failed".
Fix: assign patcher.start() to context.popen_mock so the assertion steps
read call_args from the correct mock. Also remove the redundant
patcher.stop() calls from the assertion Then steps (context.add_cleanup
already handles teardown). Add the required @tdd_issue and @tdd_issue_691
tags to the Connect with .py file path scenario per the TDD bug fix workflow.

The A2A stdio transport feature is tracked by issue #691, not #264 (which was
about resource registry tables in v3.0.0).
CHANGELOG.md: Updated issue reference and added .py path routing fix entry under
BDD tests: Added command construction assertions for all three connect scenarios
(module, .py script, executable) to verify subprocess.Popen receives correct args:
