feat(architecture-pool-supervisor): add milestone assignment to spec PRs
Add milestone assignment step to the PR workflow for major specification changes. The architecture-pool-supervisor agent now assigns created PRs to the current active milestone using forgejo_update_pull_request, improving traceability and ensuring spec PRs are properly tracked within project milestone planning.
