fix(cli): use CliRunner for plan rollback tests and fix step definitions
- Replace subprocess.run() with Typer CliRunner in behave step definitions - Remove unused imports and trailing whitespace - Fix raise-from exception patterns - Deduplicate ambiguous step definitions ISSUES CLOSED: #9561
