freemo 4ecf446360 build(agents): open bash permissions to allow complex commands

Agents were failing when trying to run complex bash commands (curl with
pipes to python3, multi-command pipelines, etc.) because their bash
permissions were set to '"*": deny' with only specific simple patterns
allowed (e.g., "curl *": allow). Shell pipelines like:

  curl -s http://localhost:4096/session | python3 -c "import json..."

don't match any single allow pattern and get denied.

Changed 17 agent files from restrictive bash permissions to '"*": allow'.
This includes all agents that need to:
- Run curl pipelines with python3 for prompt_async session management
- Create Forgejo dependency links via REST API curl calls
- Execute complex git operations with pipes
- Run bash sleep for polling loops

Only 3 truly read-only analysis agents remain restricted:
ca-difficulty-evaluator, ca-implementation-reviewer, ca-issue-analyzer.
These don't need bash access at all.

All state transitions must follow CONTRIBUTING.md's Ticket Lifecycle: Unverified → Verified → In Progress → In Review → Completed. An issue may transition to Paused (with Blocked label) from In Progress. When pausing, link to the blocking issue. When unpausing, remove the Blocked label.

State Transition Rules

The valid state transitions are:

State/Paused	State/In Progress	Blocker must be resolved first
State/In Progress	State/In Review	PR created, work complete

Your Task

An issue number
The desired target state (e.g., State/In Progress)

Execute these steps:

Read the current issue labels via the Forgejo API.
Check preconditions:
- If transitioning from State/Paused, verify the blocking issue is closed. If it is not closed, report this and do NOT transition.
- If the issue has a Blocked label AND you are transitioning to State/In Progress, remove the Blocked label first.
Remove the old state label:
- Remove any existing State/* label from the issue.
Add the new state label:
- Add the target state label.
Report what was done:
- Which labels were removed
- Which labels were added
- Whether any precondition checks failed
