Add dedicated m6_autonomy_acceptance.feature BDD test file that validates
all v3.5.0 milestone acceptance criteria:
- AC-1: A2A facade session and plan lifecycle operations
- AC-2: Event queue publish/subscribe operational
- AC-3: Guard enforcement (denylist, budget caps, tool call limits)
- AC-4: Automation profile resolution precedence (plan > action > global)
- A2A transport stub, version negotiation, model validation coverage
Closes #497

perf(tests): consolidate 141 trivially small feature files into 34 domain groups

Consolidate 141 BDD feature files that each complete in under 0.1 seconds
into 25 domain-grouped feature files, reducing subprocess count from 339
to ~223. Each consolidated file groups scenarios from the same domain/module
that share step definitions and fixtures. All scenarios are preserved with
clear comment headers indicating their original source file.
This reduces subprocess overhead by ~116 invocations (141 original files
replaced by 25 consolidated files), targeting the 42% of subprocess count
that contributed only 0.2% of actual test runtime.

Add comprehensive M6 autonomy acceptance test suites covering the ACP
local-mode facade, autonomy guardrails, automation profile resolution,
event queue pub/sub, HTTP transport stub, and version negotiation.
Behave suite (52 scenarios):
- ACP facade dispatch for all 11 operations
- Guard enforcement (denylist, allowlist, budget, call limit, write/apply)
- Automation profile built-in validation and custom creation
- Profile resolution precedence (plan > action > project > global)
- Event queue lifecycle (publish, subscribe, unsubscribe, close)
- HTTP transport stub rejection in local mode
- ACP version negotiation (accept/reject)
- Model validation (AcpRequest, AcpResponse, AcpEvent, AcpErrorDetail)
Robot integration suite (11 tests):
- Facade session/plan lifecycle, unknown operation error
- Event queue publish/subscribe, transport stub, version negotiation
- Guard denylist/budget enforcement, profile resolution
- Fixture loading, full end-to-end flow
ASV benchmarks (5 suites):
- Facade dispatch, guard evaluation, profile resolution
- Event queue operations, fixture loading
