Management service made several fields of the ScaleRequest message obsolete. Its presence in the message does not cause any issue with function of Management service to scale up/down the service replicas, but we need to ensure that all components now use the identical protocol version

Acceptance criteria:
The obsolete fields are removed, scaling tests pass
