Summary

Document the cleveragents.acms API surface, including the four-layer UKO hierarchy and vocabulary services.
Update navigation (docs/api/index.md, mkdocs.yml) so ACMS/UKO documentation is discoverable from the API reference.
Record the change in CHANGELOG.md under the current release cycle.

Acceptance Criteria

A new docs/api/acms.md file exists with detailed coverage of ACMS pipeline contracts, UKO vocabulary types, namespace prefixes, and usage examples consistent with docs/specification.md.
docs/api/index.md and mkdocs.yml include entries pointing to the ACMS/UKO API reference.
CHANGELOG.md notes the addition under the appropriate section.
Documentation passes existing linting and build checks.
