Failing test: A2A Version Negotiation

The test "Verify version negotiation succeeds for 1.0 and fails for 2.0" is failing with exit code 1.

Expected Behavior

Test should pass without TDD expected-fail tag.

Acceptance Criteria

A2A Version Negotiation passes without tdd_expected_fail
Version negotiation works correctly for supported/unsupported versions
