Test robot/actor_add_yaml_first_path.robot 'Actor Add With Update Flag Calls Registry upsert_actor' is failing. actor add --update does not correctly call upsert_actor().

Closing as duplicate of #4322. Both issues track the same failing test: robot/actor_add_yaml_first_path.robot 'Actor Add With Update Flag Calls Registry upsert_actor'. The earlier issue #4322 has more detailed acceptance criteria and TDD tags.
