Background

Covers full skill and tool lifecycle: MCP tool adapter, agent skill definitions, skill registry, tool runtime with sandbox isolation, LSP skill stubs, and M2 E2E integration test.

Expected Behavior

Skills and tools are defined, registered, discovered, and executed through a complete lifecycle. MCP tool adapters integrate external tools, the skill registry enables discovery, sandbox isolation provides safe execution, and LSP stubs support IDE integration.

Definition of Done

This Epic is complete when all child issues are closed and merged. Tool routing and skill discovery work end-to-end.
