Background

This Legendary covers the Adaptive Context Management System (ACMS) v1: UKO ontology, Context Relevance Provider, strategy registry, fusion engine, scoped views, skeleton compressor, repo indexing, config service with multi-level resolution, and subplan/parallelism support.

Expected Behavior

The ACMS v1 pipeline intelligently selects and composes context for actor execution. Projects with 10,000+ files index without timeout. Context tiers (hot/warm/cold) manage working memory effectively.
