Wire per-service retry policies and circuit breakers into the service
layer via ServiceRetryWiring, backed by ServiceRetryPolicyRegistry and
configurable through Settings environment variables.

Production hardening from code review:
- Fix TOCTOU race in CircuitBreaker._on_success (half-open state)
- Add half-open probe limit to prevent unbounded concurrent requests
- Track all exception types for circuit breaker failure counting
- Detect async callables wrapped in functools.partial and callable objects
- Enforce spec-compliant 2s minimum for linear backoff strategy
- Enforce 0.1s floor for fixed backoff strategy
- Add retry amplification guard via contextvars nesting depth tracking
- Cap total retry wall-clock time at 300s (MAX_RETRY_TOTAL_TIMEOUT)
- Sanitize exception messages in retry logs to prevent secret leakage
- Fix wrap_service_method TOCTOU by holding cache lock for full operation
- Deep-copy default policies to prevent cross-policy mutation
- Warn on unknown override keys in apply_overrides
- Guard apply_overrides against non-dict and deeply nested JSON values
- Read circuit breaker state under lock in is_circuit_open
- Catch RecursionError in JSON config parsing
- Add total_timeout + nesting guard to retry_service_operation decorator

freemo 4ad51561fc perf(tests): optimize medium-slow BDD features (10-100s tier)
Cap time.sleep and asyncio.sleep globally at 10ms in before_all to
eliminate retry/backoff waits (tenacity wait_fixed, retry_auto_debug
exponential backoff). Save originals as time._original_sleep and
asyncio._original_sleep for tests that need real wall-clock delays
(CircuitBreaker recovery, debounce timers, validation timeouts).

Enhance template-DB patch: add "db." prefix to _SCENARIO_DB_PREFIXES
and check db_path.stat().st_size > 0 so 0-byte auto-created SQLite
files receive the template copy instead of falling through to real
migrations.

Replace subprocess.run CLI invocations with typer.testing.CliRunner
in module_coverage, main_coverage_complete, and coverage_extras step
files, eliminating ~6s Python cold-start overhead per call.

Switch plan_persistence and action_persistence to in-memory SQLite by
default; only cross-restart scenarios use file-based via an explicit
Given step.

Replace MigrationRunner.run_migrations with Base.metadata.create_all
in plan_service_steps for freshly created in-memory engines.

Removed leftover debug comment in environment.py.

Total tier runtime: 565s -> 21s (96% reduction), 20 features all
under 5s behave-internal time.

Patch time.monotonic alongside time.sleep in the retry timeout step
so stop_after_delay cannot elapse due to wall-clock overhead on
busy CI runners. The fake monotonic clock advances by 1µs per call,
keeping elapsed time well under the 0.01s timeout while preserving
retry semantics.

The jitter-spread scenario used millisecond-bucketed wall-clock
timestamps to assert that retried operations did not cluster.  On busy
CI runners — especially when a preceding scenario's time.sleep patch
leaked through a late cleanup — tenacity's retry waits became no-ops
and all five operations landed in the same millisecond bucket, tripping
the max_in_bucket <= 3 assertion.

Three hardening changes:

1. Jitter test: switch from time.time() to time.monotonic_ns() and
   replace the fragile bucket assertion with a unique-timestamp count
   (>= 2 distinct readings among 5 sequential operations).
2. Timeout test: eagerly restore time.sleep in a try/finally block so
   subsequent scenarios never observe the patched no-op, regardless of
   behave's cleanup ordering.
3. Async circuit breaker: lower recovery_timeout from 0.2 s to 0.1 s
   (the sleep step already waits 0.2 s) to give a wider safety margin
   on slow CI machines.
