freemo	48cff5cfe0	refactor(cli): rename plan lifecycle-list and lifecycle-apply to match specification ... Renames `plan lifecycle-list` to `plan list` and `plan lifecycle-apply` to `plan apply` to align with the specification's canonical command names.
