Fix updatecli action #1

This PR contains the following fixes for the action:

Fix typo updatecly -> updatecli (found in https://git.cleverthis.com/clevermicro/management-service/actions/runs/193/jobs/3)
Using empty string as default for input updatecli config, and resolve the default config win the script (found in https://git.cleverthis.com/clevermicro/management-service/actions/runs/194/jobs/3)
- Using ${{ forge.action_path }} as default value will give empty result, letting the script to use /updatecli.yaml.
Fix wrong env var name in updatecli config yaml (found in https://git.cleverthis.com/clevermicro/management-service/actions/runs/195/jobs/3)
