HAL9000 00feadce3c fix(checkpoint): address wiring review feedback 
- resolve PlanExecutor CheckpointManager via container singleton so CLI execute/rollback share the same registry
- promote checkpoint persistence failures to PlanError and log at warning level
- restore plan.execute facade notification and expand Behave coverage for rollback
- default writable sandboxable resources and write-capable tools to checkpointable true
